The New Roads and Streetworks Act 1991
Training and Accreditation for Supervisors and Operatives
The New Roads and Streetworks Act 1991 sets out the accreditation requirements for supervisors and operatives undertaking reinstatement works within the highway. Courses are structured to meet client’s requirements depending upon the experience of the delegate and individual Units can be undertaken if required.
Course Duration

One to seven days depending on the Units to be undertaken

Who will Benefit

Client and Contractor Employers, Managers, Supervisors and Operatives involved in highway works, particularly those involved in utility related activities

Course Objectives To achieve accreditation to City and Guilds standards

Course Content General safety.
The New Roads and Streetworks Act including the Codes of Practice relating to safety and standards of workmanship.

Requirements

Operative courses are practical in nature and therefore full safety equipment and overalls will be required. Tools may be required depending upon the pricing structure agreed. Course notes are provided.

Supervisor courses entail considerable amounts of writing. If this is likely to present any delegate with difficulties please let us know in advance. Course notes are provided.


Streetworks Training and Accreditation for Supervisors and Operatives and Appreciation Courses for Management

Section 67 of the New Roads and Streetworks Act 1991 requires Supervisors and Operatives engaged in reinstatement works to be qualified to nationally recognised standards.

There are five qualifications for Operatives and five qualifications for Supervisors. Each qualification comprises combinations of the following units:

001 Cable Avoidance
002 Signing Lighting and Guarding
003 Excavation
004 Construction of the Backfill Layer
005 Construction of the Sub base and Road base in Non Bituminous Materials
006 Reinstatement of Cold Lay Bituminous Materials
007 Reinstatement of Hot Lay Bituminous Materials
008 Reinstatement of Concrete Slabs (Rigid Carriageways)
009 Reinstatement of Modular Surfaces and Concrete Footways
010 Monitoring Signing Lighting and Guarding
011 Monitoring Excavation
012 Monitoring Construction of the Backfill Layer
013 Monitoring Construction of Sub and Road Base in Non Bituminous Materials
014 Monitoring Reinstatement of Bituminous Materials
015 Monitoring Reinstatement of Concrete Slabs (Rigid Carriageways)
016 Monitoring Reinstatement of Modular Surfaces and Concrete Footways

The qualifications reflect the wide level of works undertaken by the Utilities and their contractors and consist of:

Qualifications for Operatives
1. Excavating in the highway (Units 001, 002 & 003)
2. Excavating, backfill and cold lay reinstatement (Units 001 to 006)
3. Reinstatement of hot and cold lay bituminous materials (Units 001, 002, 006 & 007)
4. Reinstatement of concrete slabs - rigid carriageways - (Units 001, 002 & 008)
5. Reinstatement of modular surfaces and concrete footways (Units 001, 002 & 009)

Qualifications for Supervisors
1. Monitoring excavation in the highway (Units 001, 010 & 011)
2. Monitoring excavation, backfilling and reinstatement of bituminous materials (Units 001 & 010 to 014)
3. Monitoring reinstatement of bituminous materials (Units 001, 010 & 014)
4. Monitoring reinstatement of concrete slabs - rigid carriageways (Units 001, 010 & 015)
5. Monitoring reinstatement of modular surfaces and concrete footways (Units 001, 010 & 016)
